The lightwarp, which is what you're seeing there, was different then from now, Valve changed that later on to make things more smooth I guess you could say. Those are really from an older version, if you look at classes like the spy you can notice they use an entirely different texture in the screenshots than they do in the actual game. You can't actually adjust your graphics settings like that, but I'm sure there's some mods around that change the shading and muzzle flash.

I believe those screenshots are from the beta version of the game, which I'm pretty sure most people refer to as "trailer" style because it appeared in the very first teaser trailers for the game.
